Use WSR or something to disable it by adding an Engineering Score requirement of 99999 to it or something.
I do not see the prototype military mech shoulder Gatling in the the mechs inventory or when deployed (says insufficient ammo).
Does it have a LW requirement to be a part of the mech?
Make sure your Buildable Units is up to date (unsub+resub to force it if necessary), and respec any existing Assault MECs (Prototype or standard) in your barracks. This was an issue in a past build that should be fixed now.
If doing these things doesn't fix it, let me know.
I just tested on my end and can confirm it's broken for me too, I don't know why but the bright side is that not running LWOTC has nothing to do with this problem.

Grab the latest update and you should be good to go.
If you did the changes after building a Drone, respec the Drone. If you're not running LWOTC, you'll need shiremct's Additional Soldier Console Commands mod to do this.
