For a fast and dirty way to fix the "Laboratory Room" is not "Laboratory" room issue, delete the:
"[Altered Carbon mod file]\1.6\Defs\Rooms" folder.

This mod added a separate new "Laboratory Room" room type and made all biotech buildings that requires xenogerm research to attribute to that room type
For example a vanilla biotech gene assembler will make the room "Laboratory Room" instead of "Laboratory" with this mod installed.
