Can you use just the map with no premade empires?
Love the galaxy and the species, I'd just like to start from scratch

The best option for you is sandbox, while it still has the main Star Wars powers at the time of the GCW, they all just start with a single planet and low technology like in vanilla Stellaris. So you get the galaxy and the species with everyone starting from scratch.
