Droid Leaders Ascension Perk
The Droid Leaders Ascension perk seems to not be working. When it is selected and the droid modification researches have been completed (I believe the species rights and policies also need to be changed) it will still not allow for Droid Leaders to spawn. Am I doing something wrong? Or is there genuinely something not working correctly.

what faction/empire are you playing as ? depending on the Ethics of the empire you might not be able to ... like if they're spiritualists they wont allow robot citizenship
