I am confused on how to recruit fogmen can someone help me with that

If i remeber correctly you can talk only to some fogmen, just search around.

figured it out had to have a corpse on me to recruit some of them

Corpse or not, it is just a random chance at being able to recruit any fogmen, both based on your race and based on you carrying the special "bones" item the gamestart character spawned with.
