I think it only functions as an RTB whilst in flight for the same reason that a stop order does: aircraft aren't allowed to idle mid-air and will fly home when out of commands.
I concur, it would be very useful to be able to tell your Orcas to hover above a point and guard it from any enemies that come near that point.
You're right it would be overkill. But, I approve of any sort of mode where the landed Orca or Nod Attack Helicopter units could protect the player's buildings from enemy ground units that get too close, or guard whatever part of the map the player orders them to from enemy units.
If we're looking at that kind of thing though my personal priorities would be having units automatically fire upon enemies in range (whether in guard mode or not!) and retaliate against incoming fire (moving into range of necessary).
