When i mount cs:go into gmod and i load a map there is no shadows

That's because you're playing in LDR. CSGO maps only support HDR. Change it in your Video Options (High Dynamic Range -> Full) then restart the game.

related to the subject, could csgo maps be made to not require hdr by compiling the map using gmod's hammer editor?

Yes, absolutely. Though I'm not sure why you'd bother, because all you have to do is enabling HDR in your GMod settings and there won't be any problem.
