Question though based off the description: What about authoritarians that don't use slavery? does the code account for that or would we be at a disadvantage?

Authoritarians based on the wiki don't just enslave pops, they also use population controls and focus on the ruling elite, so developing your leaders would also trigger inspirations. Updated description to clarify.
