Mods that influence melee weapon cooldown seem to have the unintended effect of rarely allowing pawns to bust out some serious damage output for very short periods.
Like a spear wielding tribal breaking out 110 damage to a heavy mechanoid turret.
Some basic testing reveals this is rare enough that it's not something you can rely on, but it's still worth mentioning the interaction between these mods as it does have a rather direct impact on gameplay when it does happen.

However, this is not a big deal.
When you start the game, you can wear it as you normally wear it, so you can ignore it and use it.
To fix it, follow the instructions below.
turn off "hand and foot protective armor" in the options and restart it.

It is solved by setting the attack animation random value to 0 in the options.
It is implemented for dynamic melee combat.
Even in the item information, it is not intended to change, but it does not interfere with the actual play.
Not sure if you can do anything about it, but something to be aware of.
I can confirm Ratkinplus being present somehow stops the animations from working which is a real shame since I really love my Ratkin :(
