This mod doesn't change their AI.
I know of 2 mods that do: FU and Combat Overhaul. (these add staffs and wands to AI)
Haven't been able to replicate it myself though.

The mod "Improved NPC Behavior" edits the ranged behavior, extracting it and editing how much "windup time" it has may allow it to work.
