There is what I assume to be an error in your 00_starbase_buildings.txt file: in the communications_jammer section, line 1142 references disruption_field instead.

This results in the Communications Jammer being unable to be constructed if a Disruption Field has been built, or the automatic removal of the Commincations Jammer if the Disruption Field is built afterwards.

This issue has only appeared after the most recent (Nov.2?) update.
