This in addition to targeting priority changes which are supposed to help units auto target things they're actually effective against. What's likely happening is anti-infantry units are more consistently attacking them which leads to them taking more damage than they used to.
Not sure what's up with damage but I suppose that depends on what you're expecting from them. When I've used them they still remain good against infantry and the detonator abilities help against turrets and buildings. Wouldn't throw them up against vehicles but they could be much worse there.
Beyond that though... I don't think CIS units have been buffed or debuffed in any substantial way? At least there's nothing in the change logs nor does it feel like they have at least in my own Republic campaign.
Well okay. Usually I would use them with Omega Squad to solo capture planets and they usually held their own, even against vehicles, now group upped STAPs or a group of AATs wipes them out.
STAPs are marked as "AntiInfantry". Delta and Omega previously being set as "LandHero" in 1.4 instead of "Infantry" means STAPS would've had a harder time hitting them than they otherwise would because that's how the game handles accuracy.
Now that they're marked as "InfantryHero" STAPs would get their usual accuracy bonuses against infantry when fighting them. The same would also apply to AATs.
