You won't find any, because increasing ground pop breaks certain game elements and I don't even mean balancing.

The best you can do is try catgod mods.

It pretty easy to mod into the game yourself. Just open up the gameconstants file and edit the ground unit cap from 10 -> x number. I have done it myself, the only thing I have seen it break is the Custom GC sub mod, where the sub mod needs the ground unit limit to be 10 otherwise the stealth units auto conquer a planet and does let you do the setup phase. But after you do the setup phase you can exit the game and change limit and everything still works fine.
