I've never seen that before.. I'm not sure why you manually installed it but I would delete whatever is in your materials/decals folder, then redownload the addon. You may have to restart Steam after downloading a new decal pack. Workshop likes to cause trouble with them.
What do you mean but "won't allow you"? Just make sure you're unsubbed from any other mod that overrides decals, and that you enter "menu_cleanupgmas" into the console in the main menu to get rid of them for good. If it comes to it, use GMAD to extract my workshop addon and manually install it in your GMod directory.
Trial and Error, buddy. I usually disable addons 8 at a time, then load the game to see if the problem is gone. Then I just narrow it down.
