If you're missing a DLC or running an unsupported game version, the mod will show up as incompatible - meaning you can't even enable it. If you can enable it, you can be sure that neither is the cause of it not working. As you said, it could be a conflict, but if it's the only mod you're running, then yeah that's not it.

That being said, simply stating that the mod isn't working, is vague and not at all sufficient for me to help you out.

What isn't working? What did you expect to happen, that didn't?
