It's an issue I had in the Devkit too, but the thing is; there it even happened with the vanilla glider. I hoped it was just a bug in the editor where things kinda work different than in the actual game, as that wouldn't be the first time. Thanks for bringing it up though!
For the second; sorry to disappoint you, but that is something I will try to fix. The engrams should not be causing any issues, unless:
If the glider suit is not named "Glider Suit (Chest Skin)" or "Glider Suit (Shield slot)", but just "Glider Suit", you got a vanilla one on your hands.
EDIT: I was able to confirm your bug, and other modders were able to confirm that the vanilla glider in my devkit got messed up, messing up the items based on it.
I was gonna come back and let you know that I had tried at both a server level and in SP but it seems you found it anyway ^^'
The only other thing I'll throw out there is that you can't pop HLN-A onto the glider, but I have a feeling that's quite a bit more of an endeavor. Still, in case you intended for that to be possible and it didn't do what you wanted, I thought I should say it.

For HLNA; that would require the glider to be a shield, which then brings additional problems with it. It currently is not a shield, it is just armor set to only allow the shield slot.
Animation still plays, though the wing open/close audio does not. Tested this in multiplayer and server versions, with a few download attempts to make sure it wasn't me.
Also tested this as a standalone mod and with others, and the behavior is consistent.
