kaylar mysteriously disappear in the milky way large map
playing with no submods - the spawning of the kaylar pre-ftl civilization with the rigelian consortium seems to be bugged on the milky way large map

steps to reproduce:

- choose either united earth or the rigelian consortium (disclaimer: this is because it happened when we played those two empires - we don't know if it changes based on which empire is selected)

- choose milky way large as the map, set minor empires to be a randomized amount between around 22 - 44, and have 100 empires spawn

- keep advanced settings as normal, but disable the spawning of cosmic storms, set the cosmic storm cooldown to the maximum amount, and set the storm maximum amount to be x1 in all cases

after starting the game, kaylar will appear as being a completely uninhabited planet controlled by a pre-ftl kaylar civilization. if you save the game and load it, the pre-ftl civilization is completely absent, and the game acts as if the player owns kaylar, allowing the planet to be renamed

there's also strangeness if you switch to them via console commands, which isn't intended, but does show odd behaviour - you instantly get the game over screen, presumably because there are no pops on the one planet the pre-ftl civ owns


we first saw the bug when constantly restarting the game so i could get a bunch of friendly-ish countries to spawn near united earth so they could later be integrated into the federation, and noticed the bug when we were looking at the pre-ftl civs that spawned
