Should depend more on what kind of ships your opponent has. Each shipset has different distributions of ship types and loadouts, and of course your weapon types will vary.

Yeah, the ship loadouts being fixed weapon sizes makes things interesting - I keep meaning to go through the shipsets and doing numbers, since there's potentially some interesting combinations that are possible. And the Federation is *scary* when you realise they can potentially get ANY combination of ship types.

But there are also definite empire-specific quirks - the Bajorans don't get torpedoes for a while, the Tholians have few smaller energy weapons, and half the Caitians fleet are carriers of some sort. Don't need much point defence against the Bajorans, but you absolutely do when you face off against the cats or Romulans.
