AI Empires Terraforming
If I can terraform planets, and make them 100% livable, why can't other computer-controlled empires do the same?

The terraforming changes are kind of intentional. Terraforming exists in Trek, but it's shown to be something that takes a long time and is fairly rare.

I didn't want the AI spamming the map with it, and wanted Humans to have more steps to enable.

Not really. The AI gets a lot of other buffs.
