Random Game
Is it somehow possible to activate the Borg and Dominion as crisis opponents in a random game (spiral arm galaxy). It's annoying when both are there from the beginning...

They're always there from the beginning. The "southern" powers just usually don't notice them early on.
On random maps, only their initial location is different.
