Cannot choose "Integration Prohibited"
"Integration Prohibited" is always greyed out. So when I "Propose Subjugation" or "Negotiate Agreement", I only have "Integration Permitted", for which I do not have enough Acceptance. I used to be able to do this in a previous game prior. Don't understand why.

What's your policy-setting for vassalage?

I have "Benevolent Vassalage" under "Subjugation War Terms". I cannot find any other "Vassalage" policy aside from that.

Thanks for the quick turn around. There is however a new issue. The fix seems to have made "Integration Prohibited" possible now (which is easier to get when courting a new vassal), but the "Integration Permitted" is now greyed out and no longer possible. The problem is now reversed. So getting vassals are easier, but I can no longer integrate them later on.

That's intentional. Hover over the option and it'll tell you that the Federation can only expand through the Accession process.
