I'm playing with your mod and starnet ai (not sure if that is the cause here) and the AI seems to be oddly attracted to the Fern Refinery. I've found 10 of those on one planet.

The empire does only have 9 planets on total and I've counted at least 43 more refineries on the other planets.
Not all AIs do that, haven't found a second one with this problem yet.
Maybe make it like the Nanite Thingy and require that the upkeep is ensured before you allow to build it.
PS: What are the requirements for the Fern Farm? I've had one early on in my current game but I can no longer find the option to build it on any of my planets.
Blimey that's a lot of refineries! Thank's for the report, I'll have a look into how the AI is prioritising it and hopefully release a bugfix for it soon.
The fern farm requires a rare deposit on the planet which works in the same way as dust caverns or bubbling swamps etc. (Specifically they're called Glowing Groves and Luminous Forests). So it has similar requirements to Mote Harvesting traps for example.
Currently there is no way to produce the ferns artificially so you need to find these deposits to harvest them but that may change in future updates. For the next update I'm trying to figure out a way to balance producing them compared to the fern refinery so you can't just get free resources whilst also trying to make sure the ai doesn't just produce ferns and then refine them resulting in it just wasting resources (this might be why I just replace the current refinery with one that makes ferns).

alright bug should now be fixed
While site title and intro ("A large industrial warhouse ...") works fine, events name and desc aren't converted, just "curio.140.name" or "curio.140.desc". I got minor artifacts reward, so I am figuring the event is triggered.
And I am figuring "warhouse" in sleepers_site_intro should be "warehouse".
I run Japanese tlansration patch (doesn't suppoort "Storage Complex" site) when I found this issues.
Wrong titles continue to be displayed, even if ending Stellaris, deactivating failed patch and restarting Stellaris?
