How can I annex my puppet? I lowered it's autonomy as much as possible but the button that should lower its state (Supervised, independent and all those) just says "X always false".

You can never annex a supervised state, we will be adding a future extension to the puppet manager to change the puppet type in the future though. This won't be next patch due to the upcoming DLC

im pretty sure one of the submods (maybe global conflict) lets you take a national spirit called benevolent dominion that lets you take normal puppets instead of supervised states, in my game im able to take that spirit from the decisions and it lets me take puppets
