Indonesia has 151 civ factories, and Nigeria has 10.
15.1x more civ factories, when they only had a 2.5x larger GDP.

Japan: 100
Germany: 80
Russia: 51
France: 49
USA: 192.
Indonesia has WAY too many civ factories and it makes them overpowered. They also start with more mil factories than China. They spam out divisions and become insanely strong.
