Todd Howard in Serbia
So yeah, i just casually invaded Serbia in the late 2020's & installed a puppet state with a Reactionary Party over there. Turns out the picture of Nebojsa Obrenovic is the picture of Todd Howard

I don't think Nebojsa Obrenovic is supposed to be a real person. Todd Howard is one of the portraits available when a random leader is generated.

@GeoGent what are you talking about, no hoi4 dlc costs 60 dollars and you can puppet countries without any dlc
