It is quite clear that the Golan's most annoying weapon is its fighter garrison, as they can chase you wherever you are. Its torpedo also reach far but not as far as fighters, in fact you can put your ship at the other side of one Golan so the other one can't reach you.
As of fighter screening, consider using something with good AOE instead of pure fighters. Starfighters like A-wings and PT-1 get some good AOE missiles, and ships like Recusant get FLAK hardpoints. As an Empire player I use Victory-class which has heavy concussion missile for this problem, but it's a bit hard for Rebel to find equivalent in early game.
Without their fighter escort, Golans are EXTREMELY WEAK against bombers. You can just quickly focus fire on their few AA hardpoints, and then let your bombers enjoy their time.
