I'm assuming he's "Fascist" because he collaborated with the Nazis........ What he wanted doesn't necessarily matter considering what his "Liberation Army" was.

Please remember that "Facist" is a vaguery of HOI4 to simply describe any non-democratic right wing political groups from the Nazis to the Italian Facists to Japanese government of the time. Much the same way as "Neutral" covers both Centrist democratic groups and monarchies whilst "Democractic" covers the democratic left and the democratic right.

srry for my late reply time no idea anyone even replied to me.

but i guess that makes sense? but only problem is that in 1945 him and his army fought the nazis in Cezch Republic and he pretty much had his army run to the west to surrender to the western allies.

so....i guess?

Let us not forget that this 'army' spent the majority of the war fighting antipartisan operations in the USSR and Poland which were notoriously brutal. So they were certaintly not saints. Just because you turncoat at the last minute doesn't mean it wasn't an organization set up by a genocidal government for the purpose of conquering and enslaving large sections of eastern Europe's population. Like I said, what Vlasov personally wanted doesn't matter, at the end of the day he was a puppet of the National Socialist Regime. Just like Wang Jingwei in China and many other collaborationists.
