M1025A2 (HMG) has two inaccessible seats
M1025A2 (HMG) has three passenger seats that are not accessible, giving it 2 seats instead of 5.

Is this by design, as compared to the GMG variant which can seat 5 total?

It is an error. It has previously been reported and I have fixed it for the next update. It is an inheritance error as the seats in question are not cargo positions but cargo turrets with the ability to fire from vehicle through the lowered window.
