No, I'm seeing the faster speed on the overlay (i.e. 50 km/h on a 4 lane road with median) but the cars will go much slower than what the overlay shows. I found that setting the speed limit to something else and then back again (50 -> 40 -> 50) makes the traffic move normally.
Regular mode (per segment/lane).
Could you post TMPE.log and output_log.txt from session where you try doing this? Files are cleared every time game is started. I can't reproduce issue yet but savegame could also help recreating the same environment as you have.
