Make sure you didn't break the pathfinding by applying incorrect lane connection or lane arrows.
You can test that by disabling Lane Connector feature at the Maintenance tab after loading the savegame. If vehicles start spawning then on one or more intersections lane connections you've created are incorrect which prevents from creating correct path between incineration plant and some buildings which they need to reach.
