How to create Hisa character?
Is it possible to start the game with a Hisa character using a mod like Prepare carefully?

It is possible, just select them from new colonist menu in Prepare Carefully, they will be listed under Hisa Enclave (4 variants):

or you can create another scenario with New Hisa Arrivals as starting faction. Mod already have their standart start scenario by the way.
