It's not a bug, the mountain folk are just not in ACE yet. They're in the pipeline though. In the meantime, I mostly use the Northern Alliance with the Highland biome, since they start with a mason and the biome has so much stone.

I'm now very confused, I'm starting to see dwarf templates in the workshop. When I checked out the discord (i've been away for a while) there's a v1.0 release that says the Dwarves/Mountain Folk are out and Mole people are in but they don't have crafters!?!

It says its an April fools joke but I'm not 100% convinced from the comments. Are they still around and is there a non-steam update to get the Mountain Folk?

No, it was a joke for sure. The mod is still actively being worked on but it's just two guys. I think you can download alpha versions of the next update on Github, if you want, but the published mod definitely doesn't have dwarves yet.

Thanks for confirming :) I know it's just 2 guys (who are amazing!!!) so wasn't pushing for a timelime or dates, was just confused about the april fools post.
