Hope you or similar troubled people see notice this post.

The only in game solution to this (that I have found) is to take at least 2 people in the
Srts Caravan,

Once at the Ruins you Split the Caravan 1/1,

Then you take the new Caravan into the Ruins,

Then you interact with the Srts Caravan and have them Land in the Ruins (You now can Choose the Landing Spot!)

Now Profit, I hope this works for anyone how finds this post.

I am having this issue. Ship just arrives at the tile like its a empty tile. I get the option to create outpost. I have not tried the above yet. I did have 3 people in the ship.
