basically they way you describe your expectation, was how it seemed to work for me - but i did only have 1 Hostile (pirate) faction at the time, and the rest were friendly or allied.

hi i added this to an existing game several saves ago, and used your github info for being able to play with the mod even if no internet, and it worked great for new maps, but i hadnt found ruins yet in my current game...
but then, i just recently got the event quest called "Pristine ruins found" and i visited it and it had about 300k+ wealth of items and looks awesome :)
there were 2 or 3 groups of other factions already there, including some friendly and some red ones, but i had to leave as only sent 1 sniper to scout the area.
now i have to scramble everything i can to grab as much stuff as i can, because after 2 days it lost about 100k of worth (shown on the world map)
one thing i noticed, was that the red enemies dont appear on the map with a "enemies remaining", or any letter / right hand message to locate them. (am not sure if this is by design, but maybe having a number remaining count could be useful?
