If you uninstall a vent that is part of ruin, it doesn't have a sprite for the actual vent. On top of that, if you have the vent in your settlement uninstalled, it makes the caravan menu get all wonky (not showing the full item list, buttons not working, menu showing incomplete popup messages). Took me a while to flag the bug down since its so specific. Hope it helps anyone else running into this issue!
