Could you otherwise restrict the drugs for them or restrict them from going into where they are stored?
- setting up a no drug policy, which didn't work, as chemical fascinated pawns ignore such silly restrictions;
- setting up a no-kids zone where medical supplies were stored, which I think worked, but whenever some raider was killed the babies were often at the corpse earlier than anyone, snorting yayo and dying.
. In the end I simply hacked them with a character editor and removed the problematic trait from all babies.
I'd really appreciate if you could look into that, since it looks more like a design problem than a difficulty problem. :)

It seemed to work ok for me in testing, they are not completely prevented from taking drugs it just takes away the 'forced to take'-need from the addiction until that age. (so it still also depends on your drug settings, if social is ok, they will still randomly take thing like everyone else)
