General Configuration File Issue In April 1st, 2020 Update
I wish this was a joke, but its not :P

I fixed an issue with the XML generator as part of today's update, but it seems that a side effect of that is that now the Config-General.xml file will no longer load in some save files.

This is something you can fix however. Simply open the file and replace the following line (should be 2nd from the top):

<BlockReplacementReference xmlns:xsd="http://www.w3.org/2001/XMLSchema" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance">

with this line:

<ConfigGeneral xmlns:xsd="http://www.w3.org/2001/XMLSchema" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance">

Additionally, you should also replace the bottom line:

</BlockReplacementReference>

with this line:

</ConfigGeneral>

Any newly created worlds should not have this issue.

where is this file located??

So what file needs to be edited.? only file talked about is the config file, but the problem is the file isn't being generated. So can't edit a file that isn't there.
