I started my campaign as the Frankan, and an issue I have just noticed is that I cannot construct Latrines/City industry or Administration, from the Roman building chains. I have the required civil technology researched, but the option to construct these buildings don't appear, and when I click on the building browser, the categories for city waterworks, city industry, city administration are all blank. I'm not sure what to do or what this means. I was really looking forward to using roman buildings with my Frankish kingdom
