Do you have "Ignore Players" enabled? You can find it under "NPCs" in the top left corner of the spawn menu. If it is enabled, turn it off.

It's probably another addon then. I don't know if I can help you from that point, except to look through all of your addons and try to figure out which one is causing the problem. If you don't have any addons enabled, try verifying the game cache.

well i disabled aircraft support and it shoots now

well. there is a strange way. if you are too far away from that enemy airborne like Combine Helicopter or Combine Gunship it wont shoot you that it out of range. if too close or reached the target. it can be shoot.

i was close to the helicopter and he didnt shoot

you need to enable it in options first also make sure you map is ai noded

The helicopter's shooting works fine, but it sometimes won't drop bombs.
