The lore behind those nations is during the first north American war where a fascist USA tried to invade Canada but started to split apart from within in order to defend it's country it had to abandon half of it's territory in the west in favor of defending the East which had 2 of it's three biggest cities and the capital while Canada emerged victorios from the conflict gaining Banger and Alaska the people in the western part of the country never forgot what the government in Ottawa did decided to send soldiers from the west to defend the east while signing off the west to the invading American army.
The lore around those two nation could be during the first North American War Pennsylvania was one of the first states to defect from the union and was hit the worst by the United Republic of North America not only having most of its infastructure bombed or destroyed but also losing a decent ammount of it's population during the fighting and even having Philedelphia being nuked while at the same time gaining more land and out of most of the former states in the USA it's on the best terms with Canada.
The lore around Vinland could be Vinland was originalled formed in case the Allies lost in North America where if the Canadains lost they're land to the USA they could have a place to flee to and be free in return for the ceding of Newfoundland to the new Vinish state which has a decent ammount of territory and remained mostly untouched by the war but still suffers from a very low manpower in which not everyone speaks the same languge giving them the same issue the the Austro-Hungarian army had.
