stellarborne break everything
when I use a stellarborne origin, it breaks everything. mainly, any government type you may have disappears, locking off certain policies that should be unlocked. this also breaks a more policies mod I have installed and more importantly, the diplomacy screen. (this may be caused by mod load order, but I don't know)
