i have same issue i have all the techs done its just in my building slots its grayed out and it says i need enigmatic capital for energy pylon and without pylon i cant get dark energy to get decision for capital building so im stuck in a loop

You need to use a certain decision on your planet to build it. I forget what it's called, but you need to spend influence and minerals, iirc.

You also need to spend Dark Energy in the first place, so its an inescapable loop
