Okay, so a few things aren't working for me.

The first, can't find the decision to elect a dark palace, I have superior constructs activated on my homeworld and I still can't upgrade anything, occasionally I'll just click it again and it'll complete, but still no option to upgrade

Second, the delta something ship designs don't support weapons for me, idk if I've stagnated because I can't to the dark palace thing or it it's something else.

(Edit: I figured out the palace problem, still can't place weapons on dark matter and stellarite ships)
