I have many armies at their doorstep and I've beaten their fleet but for some reason, I can't initiate the Vault Infiltration decision; the prompt says that the three different vault sections need to be equal to 0 but demolishing the sections doesn't seem to tick it off and let me use the decision. Are there any insights into this?
