The ai does not use acot buldings
The ai will put acot weapons in their ships but they wont convert any of their worlds with superior constructs and start using the new buildings

this is true, and because of this they can no longer build new fleets as the auto designs require so much of the acot special resources

This is simply the result of Stellaris not having a proper AI.
