How do you attack the Phanon corps?
I want to attack them, I have tried saying panda many times but they never are at war with me. Is there something else I need to do?

Just select a fleet and right-click any of theirs. You will get the "Attacking neutral entities will turn them hostile" popup.

You will need to be on the Aggressive stance tho.
