So I have found that if you are playing a Machine empire the Colonial Bureaucracy and Galactic Bureaucracy techs are not available until you have researched the Alpha-Reactor tech. Making it VERY difficult to build enough coordinators for my empires in the initial stages. Taking a look at the how the technology is layed out for tech_dark_matter_power_core_ae I really do not understand but once I manage to research the Alpha-Reactor it becomes available for the standard 4000 society researched points that you would expect.
