Can't Build Class-4 Singularity
I encountered something weird. So I have unlocked the tech "Optimized Class-4 Singularity" but I can't build ordinary "Class-4 Singularity". I also don't think I have researched this "Class-4 Singularity" tech. I can upgrade Class-4 Singularities (I occupied a FE ring) into Optimized Class-4 Singularities but I can't build new Class-4 Singularities.
Is this a bug or I missed something? Thanks a lot!

Looks like this applies to all techs of that kind. Dimensional Threshold Gate, Dimensional Forge, Grand Archive, Agricultural Megacomplex, Star Dome and College of Inspiration cannot be built, either.

All of these are upgrades to Fallen Empire buildings. The ACOT addon Acquisition of Technology allows players to build them after you finish a special project
