There's a physic's tech you need to research "Dark Energy Drawing", then you can use the resource you can find on black holes. You can also build a certain type of starbase module that will produce dark energy. Be aware that recently a bug related to this tech was introduced and then fixed (I was able to research it now), so it could be that it didn't work because of that.

You need the Dark Energy Pylon.

i have same issue its just i have dark energy pylon researched it has requirement to build enigmatic capiutal and for that i need to enact that planetary decision and for that i need dark energy so im stuck in a loop any idea ho to fix this ? im playing as lithoid megacorp if it changes anything ?

You can use the Dark Energy Pylon on a starbase. If you had ACOT active when you started the save, you can also harvest it from some black holes.

Yea I'm stuck in this loop too. Can't even build ships since the new componets override the ones they replace

I have all the ship components and building unlocked, except this starbase building that is mentioned above

I also control 8 black holes, and none of them produce dark energy. At this point I'm about to just find a console command to give me the 400 needed to start producing it myself planetside

There exists a building that generates DM and DE without requiring it, though it's useless for you now. Ideally, you'd have made it before finishing delta research, since it automatically upgrades to the delta version without requiring an upgraded capital building. For now, research the dark energy pylon tech. It unlocks a starbase module that generates dark energy. It also gives a DE-producing planet building, but that requires a delta cap.

Here's what you are going to do. First, get the pylon tech. Should be in physics. Second, use the starbase modules to get enough dark energy to upgrade a capital building. Third, I strongly recommend you get the dimensional harvester, an automated planet-side source of DM and DE.
