There is one ship that uses Phanon tech. Beyond that, it was planned to be a dark matter/dark energy equivalent to Stellarite. Once the overhaul drops, I believe the plan is to make it part of the neutral path, with Stellarite and DM/DE being the stellar and dark paths respectively.

So yeah, it's not currently available except as part of the Star Dominator.

Obviously. The command was changed months ago. Run the Light tech command, it provides Phanon now.

It should. The only thing I can think of is that you may be typing évent instead of event due to the way your keyboard is set up. Try checking for that.

It says executed #4600003 but nothing happens. No tech.

Alternatively, I believe you can get the Phanon tech tier after eliminating Phanon's defenses and doing the, "Raid Phanon's Vault," option under, "Decisions," on his planet. You need to have a very good garrison worth like 100k on the planet, because it will spawn an insane amount of defenses to stop you from raiding his vault.

To defeat Phanon I had a fleet stack worth like 125 million fleet power with Stellarite Dischargers. I used Hyperions and Battlecruisers mainly with Artillery sections mixing in the kinetic and energy artillery pieces with my old Battleships and standard Cruisers. Phanon's shields and armor are insane.

I've only recently defeated Phanon and I haven't fended off the first defensive garrison worth 85k yet, so... This is the way you're meant to get it, it seems.
